Watershed Management The Watershed Management Department was created in response to evolving stormwater regulations and increased regulatory focus on watershed planning to address pollution concerns. We are still developing the department's full scope of activities, and anticipate growth to accommodate clients? demands and changing regulations. The focus of water pollution control has evolved since the early 1970s when the Clean Water Act was enacted. Originally, regulatory programs focused on point source discharges, resulting in the planning, design and construction of sewer systems and wastewater treatment plants to adequately transport and treat sanitary and industrial wastewater. Starting in the mid-I 980s, the regulatory focus shifted to intermittent wet weather discharges, leading to construction of Combined Sewer Overflow (CSO) facilities. More recently, attention has been directed toward control of stormwater and its impacts on water quality.
